Once a major steel manufacturing hub, Baltimore’s recent history follows an all too familiar American narrative. Factories closed, jobs were lost and people have left the city. But after nearly six decades of steady decline, the city is recovering, with the help of the International Rescue Committee and the unexpected boost from recent arrivals to the US.
